Caroline Harlow

LEGAL ASSISTANT

Caroline Harlow is the Legal Assistant at For The People, supporting the legal team in their resentencing work. 

Caroline first became interested in sentencing when studying the death penalty and working on research exploring the connection between trauma and incarceration. Caroline’s understanding of how law and policy impacts incarceration expanded during her internship at the Office of Congresswoman Julia Brownley in Washington, D.C., and as a civil legal aid non-profit, Open Door Legal. Caroline also worked with system-impacted people as a volunteer with Mourning Our Losses writing memorials for individuals who died of COVID-19 in detention centers, which was highlighted in The Washington Post

As a research assistant for the Quattrone Center for the Fair Administration of Justice at the University of Pennsylvania’s Carey Law School, Caroline researched conviction integrity units, drug field testing, eyewitness identification–as well as bail reform and pre-trial detention. She has also completed research on last statements of executed individuals in Texas and her Master’s thesis was a randomized, controlled trial titled, “Black Offenders Given Less Benefit of the Doubt” in death penalty sentencing. 

Caroline earned her B.A. in Criminology, Law and Society from the University of California, Irvine and her M.S. in Criminology from the University of Pennsylvania. She is from the Bay Area, and enjoys going to concerts and spending time with family and friends.
